Pelican Key solves a problem most buyers on Sint Maarten run into. You want quiet and a view, but you do not want to spend twenty five minutes in the car every time you go to dinner. Pelican Key gives you both, and that is essentially the whole argument for the neighborhood.
It is the hill immediately west of Simpson Bay, rising from Kim Sha beach and climbing along Billy Folly Road. From the top you look over Simpson Bay Lagoon on one side and open Caribbean on the other. From the bottom you are five minutes from the restaurants on Welfare Road and about ten from the terminal at Princess Juliana International Airport.

Where Pelican Key sits
Billy Folly Road leaves the main coast road at the eastern end of Simpson Bay, where Kim Sha beach meets the base of the hill, and climbs from there. Everything above that turn is Pelican Key: a residential peninsula of winding roads, terraced lots and mature landscaping.
Distances are short in every direction. Simpson Bay and its four marinas are minutes away. Maho, the Sunset Bar and Grill and Mullet Bay Golf Course are ten to fifteen minutes west. Cole Bay is just east, Sint Maarten Medical Center in Cay Hill is close behind it, and Philipsburg with Front Street and Port St. Maarten is around twenty minutes. Ferries to Saba and St. Barths leave from Simpson Bay.
The character of the neighborhood
Pelican Key is established. The roads, the walls and the planting have been there long enough to look settled, which is not true of every hillside on the island. Lots are generous, buildings are spread out, and the density drops sharply as you climb.
It is not a gated community. Billy Folly Road is a public road and anyone can drive up it. What defines the area is the quality of the housing rather than a barrier at the entrance. In practice it is quiet, because there is almost nothing commercial above the first bend and no reason to drive up unless you live there.
The views are the other half of the character. Depending on where you sit, you get Simpson Bay Lagoon with the yachts moving through the bridge, the arc of Simpson Bay Beach, open sea to the southwest with Saba on the horizon on a clear day, or all three. West and southwest facing terraces get the sunset. On the hill you also get breeze, which reduces how much air conditioning you actually run.
What sits at the bottom of the hill
The entrance to Billy Folly Road concentrates most of the commercial activity into a compact cluster. Resorts, a casino, restaurants and Kim Sha beach are all right there, at the busy eastern end of Simpson Bay Beach.
This matters for two reasons. First, you can be at a beach bar in a few minutes without living above one. Second, it means the noise stays at the bottom. Owners further up the hill hear wind and tree frogs rather than music, which is the trade most people are making when they choose Pelican Key over Simpson Bay.
The property mix
Hillside villas
The core of the market. Detached homes on terraced lots, usually with a pool, covered outdoor living space and a view as the main event. Sizes range from compact three bedroom houses to large family homes. Layouts are often on several levels because of the slope, so check the stairs if that matters to you now or later.
Condos and apartment buildings
Smaller buildings scattered through the neighborhood, and larger complexes toward the base of the hill. These suit buyers who want the view and the calm without a garden, a pool pump and a roof of their own to manage. Dues are generally lower than in the big Cupecoy complexes, but so is the amenity level, and reserves are often thinner.
Older stock and rebuilds
Irma made landfall on 6 September 2017 and the hill took wind directly. Some Pelican Key houses were rebuilt to a higher standard afterwards, some were repaired. This is the single most valuable question you can ask here: what was done, when, and by whom. Ask about the roof, impact glass or shutters, and the insurance history.

Vacant lots do come up. Building on a slope costs more than building flat because of foundations, retaining and access, so price the build properly before you buy the view.
What different budgets buy

The view drives value here more than anything else. A house one street lower with a partially blocked outlook can sit far below a similar house above it. Always check what could be built on the parcel between you and the water.
Rental potential
Pelican Key rents well, but it rents differently from Simpson Bay. Guests who book here are choosing space, privacy and a terrace with a view over walking to a bar. That tends to mean families, couples, and repeat visitors who have already done the resort version of the island.
Villas with a private pool and a strong view are the performers, particularly for stays of a week or more in high season from about mid December to mid April. Owners on the hill also get a grandstand seat when the racing runs along the south coast during the Heineken Regatta in early March, which is an easy thing to market.
The other advantage is the long term market. Because Pelican Key is quiet, close to the marinas and close to the airport, it attracts residents on annual leases: professionals, marine industry management and families. A steady twelve month tenancy at a lower nightly equivalent often nets more than a patchy holiday calendar once cleaning, management and wear are counted. Costs of ownership
On the Dutch side, budget roughly 5 to 6 percent of the purchase price to complete: 4 percent transfer tax plus roughly 1 to 2 percent in notary fees, rising to about 6 to 7 percent with a local mortgage. There is no annual property tax and no capital gains tax on resale. The notary is a neutral officer of the law who acts for the transaction rather than for either party, verifies title, drafts the deed of transfer and registers it at the Kadaster. Confirm your own figures with a notary or tax adviser before committing, because rules change.
Running a house here, budget for these specifically.
- GEBE electricity and water. Expensive by regional standards. Many hill owners run solar, an inverter and a cistern with a pump, both for cost and for outages.
- Insurance including windstorm cover. Ask for the current policy and the claims history.
- Pool, garden and general maintenance. A villa needs someone on site regularly, especially if you are away for months.
- Salt and sun. Exposed hillside positions are harder on paint, railings, hardware and outdoor furniture. Repainting cycles are shorter here than inland.
- Retaining walls and drainage. On a slope these are structural. Get them inspected and ask what happens in heavy rain.
The honest drawbacks
- You need a car. This is not negotiable. Almost nothing above the first bend is walkable, and walking back up in August is not a plan.
- The hill itself. Roads are steep and narrow in places, driveways can be sharp, and turning a moving truck or a delivery van is a genuine consideration. Drive the route to any property you are serious about, ideally in the rain.
- Fewer amenities than Simpson Bay. No supermarket, no strip of restaurants, no shops on the hill. Everything is a short drive, but it is a drive.
- Older stock needs scrutiny. Some houses have not been meaningfully updated since before 2017. That can be an opportunity, but price the work in first.
- View risk. Nothing protects an outlook automatically. Check the zoning and the status of the lots below you.
Who Pelican Key suits, and who it does not
It suits second home buyers who want a real view and a quiet street, retirees who want calm without being cut off from a hospital and an airport, and families who need space rather than a lobby. It also suits owners who want a rental that appeals to guests staying a week or more instead of a weekend.
It does not suit anyone who wants to walk everywhere. If your ideal evening is leaving the building and choosing between fifteen restaurants, buy in Simpson Bay. It also does not suit buyers who want everything new and managed, which is the Cupecoy or Indigo Bay answer.

Generally yes, and villas with a pool and a view do well with weekly bookings. Condo buildings set their own rules, so confirm the association position in writing. Many owners here also do well with annual tenants.
Is the hill a problem for older buyers?
The roads are fine in a normal car, but many houses are built across several levels with external steps. If mobility is a consideration now or later, prioritise single level homes or properties with a lift, and check the driveway gradient.
What should I inspect before buying a hillside home here?
Retaining walls, drainage and any signs of movement, the roof and its fixings, impact glass or shutters, the water system including any cistern and pump, the electrical setup including solar or an inverter, and the insurance history. Ask what was rebuilt after Irma and get documentation.
